In the administrative district of Jarilo-VI, there is a phone booth interact with the Golden Theater. When you interact with it, a quest will be triggered.

| Sheila's Fate

Head to the Herta Space Station in the Main Control Cockpit. After completing the quest “Guide Paradox”, start talking to Sheila.
